Making the provincial government through the chief secretary, DCO and the executive district officer (education) respondents, the petitioner maintained that in 2006 and 2007 the district government had appointed over 4,000 teaching and on-teaching staff strictly on merit on a five years’ contract. A purported TTP spokesman told reporters the banned group had decapitated the Polish engineer who was kidnapped from Attock on September 28 after the government failed to release some Taliban from custody. He said the move was in accordance with a Taliban shura order that Stanczak be killed if the government does not release the Taliban. He said the Taliban would not surrender the foreigner’s body until the government accedes to their demands, adding that the Taliban would release a video of Stanczak’s beheading within four days. Peter Stanczak, who worked for Geofizyka Krakow Limited, was kidnapped on September 28 after the Taliban killed his driver and a guard near Pind Sultani village in Attock district of Punjab. The applicant, Dr Saqib, said that his 22-year-old brother Amir Suleman was first year MBBS student of Rawalpindi Medical College. A similar fraud case of millions of rupees was detected a few months back in which the TMA collected tax from the local shopkeepers on the duplicate/fake receipt books. The sources at the TMA said that special audit team found receipts of property tax issued in connection with sale/transfer of property in the tehsil tempered showing a misappropriation of Rs14 million in 2005-06, the year when the TMA had not awarded contract for collection of property tax. The audit team after unearthing the scam refereed the case to Punjab government for further action, the sources maintained.
