Chaos on ground grows with air traffic: Islamabad airportPDF Print E-mail

Wednesday, 29 August 2007
ISLAMABAD: A plan to add a low-cost terminal at the existing Islamabad International Airport has been shelved after the Pakistan Air Force (PAF) objected to it.

PAF spokesman declined to comment on the issue but the Civil Aviation Authority chief Farooq Rehmatullah said it was CAA’s own decision to abandon the plan and instead concentrate on the new airport being constructed at Pind Ranjha near Fatehjang.

When the CAA approved the Rs400 million plan in January it was said an additional domestic terminal was needed at the existing airport to handle the growing air traffic until the new airport is ready in five years.

However the PAF, which shares the airport with the CAA, shot down the plan, saying the terminal proposed to be built next to the flying club would be closer to the runway than the National Airfield Clearance Policy permitted.

Some of PAF’s own installations at the Chaklala Airbase, particularly the aircraft pens, also are alleged to violate the policy.

Under the airfield clearance policy the terminal has to be some 750 feet from the edge of the runway. But, the proposed make-shift low cost terminal was planned to be constructed at some 680 feet from the runway.

“The new airport project is moving on fast track and we thought it would not be financially feasible to go ahead with the construction of low cost terminal,” the CAA chief explained.

If the CAA wanted to go ahead with the additional terminal plan, it would have got permission from the ministry of defence, he said.

Asked if that would have violated the National Airfield Clearance Policy, he said, the now abandoned project was strictly according to the International Civil Aviation Organisation specifications.

Commercial aviation circles say the present airport building cannot cope with the growing passenger load and is virtually bursting at the seams. The recent renovations have failed to ease the situation.

In a move to reduce the rush by other means, the CAA imposed a tax of Rs20 on visitors coming to receive or see off the passengers. That has added to its income but not reduced the congestion which is impeding the entire process of passenger handling.

Chaotic scenes have become a norm at the airport. Even concourse hall and car parking area are packed to capacity most of the day. For many the chaotic experience at the airport is nothing more than a nightmare.

Airport Security Force sources say they consider the congested airport a security risk.

Moreover, the departure lounge of the existing terminal barely manages to handle a single flight at a time.

The current annual turnover of passengers at the airport at Chaklala, constructed by modifying a 1948 airforce base hangar, is about 3.5 million.

It is estimated that the number of passengers at the airport is growing by 14 per cent annually, compared to the national air passenger growth rate of less than four per cent, turning it into one of the busiest airports in the country.

As many as 75 flights are handled at the airport daily.

NWFP court sends 5 Punjab cops to jailPDF Print E-mail

Wednesday, 29 August 2007
PESHAWAR: NWFP police on Tuesday produced Punjab police officers, charged with kidnapping a boy and thrashing women after raiding a house in Nowshera district, at the Anti-Terrorism Court (ATC) after a lapse of 12 days.

Peshawar ATC Judge Shah Jee Rehman ordered judicial remand for Punjab police officers and directed the NWFP police to produce the detailed records before the court on September 1. Police sources said Frontier police were under pressure after lodging an FIR against the Punjab officials and that Punjab Inspector General of Police (IGP) Ahmad Naeem had also discussed the arrest of Punjab police with NWFP IGP Mohammad Sharif Virk.

On the orders of Nowshera District and Sessions Judge Khawaja Wajihuddin, the Frontier police arrested on August 17 five police officials of Punjab — Rana Gulzar, investigation in-charge at the China Chowk Police Station in Sialkot, Sub-Inspector Mohammad Sharif, Hawaldar Manzoor Ahmad and Constables Asif Nadeem and Sarfaraz — at Attock Bridge, along with h ‘kidnapped’ boy Qazi Sammad, 15.

The Nowshera district and sessions judge ordered Nowshera Kalan Police Station to book the Punjab officials under Section 365-A of the Anti-Terrorism Act in the boy’s kidnapping case, Section 354 of the Pakistan Penal Code (PPC) for women’s disgrace, and Sections 449 and 452 of the PPC for trespassing.

Advocate Astaghfirullah, who appeared for the kidnapped boy’s grandmother, Imtiaz Begum, said NWFP police had removed non-bailable sections, including 365-A, from the FIR in order to help the Punjab officials’ release from the Nowshera Prison.

He, however, added that the Nowshera judicial magistrate had rejected bail applications of Punjab police twice on the grounds that the Nowshera district and sessions judge had charged police officials under section 365-A and other non-bailable sections. The judges had also observed that Punjab police should be produced in the Peshawar Anti-Terrorism Court as they have been charged in a kidnapping case in the warrant order. The lawyer said Nowshera Additional District and Sessions Judge Mohammad Rauf Khattak had also fixed August 30 for their bail applications.

Imtiaz Begum, 70, approached the Nowshera district and sessions judge court on August 17 and registered a complaint that Punjab police has raided her house at 5am, thrashing the housewives and ‘kidnapping’ her nephew, Qazi Samad.

She informed the court that she initially called Rescue-15 before going to the concerned police station, which refused to take any action against the Punjab officials. To this, the court issued directives to the Frontier police stationed at Attock Bridge, which stopped a vehicle from which they recovered the kidnapped boy and arrested some officials, while another vehicle of the Punjab police succeeded in crossing over to Punjab from Attock Bridge.

According to police, Punjab officials had raided Qazi Sammad’s house to arrest his uncle, who was allegedly wanted by the Punjab police in several cases of car snatching. “Under the law, police of one province must seek permission from the home secretary before arresting a criminal or raiding an area in another province. Afterwards, police will communicate their cause of action with the local police station, which would register it in its daily dairy report and action would be taken with the help of local police,” Advocate Astaghfirullah stated. But in this case, neither the local police station was taken into confidence, nor was the matter brought into the notice of the NWFP home secretary, he added.

In a brief chat here on Wednesday, he said the FBR had developed a one-page return form in order to facilitate the taxpayers. “It would be mandatory only for the corporate sector to file e-returns this year,” he added.

The non-corporate sector would have the option either to file e-returns or submit manually during the current fiscal year.

There are 1.7 million return filers out of the country’s population of 160 million.

The FBR plans to achieve a 20 per cent growth in the number of return filers during tax year 2007.

Salman Nabi said the FBR received around 13,000 returns from the corporate sector in the last fiscal and expects to achieve desired growth in the current year.

When asked about non-compliance by the corporate sector, he said many companies did not exist, but the FBR continued its efforts to pursue all potential companies to file returns by the due date.

Meanwhile, the first meeting of the Regional Tax Advisory Committee of Medium Taxpayer Unit, Rawalpindi was held on Wednesday. The MTU Rawalpindi caters to the needs of 140,000 taxpayers, out of a population of nine million.

Under-served areas to get telecom facilityPDF Print E-mail

Monday, 20 August 2007

ATTOCK: Minister for IT and Telecom Awais Ahmad Khan Leghari on Saturday unveiled a plan to provide telecommunication services to six under-served areas of the country, said a ministry statement.

“The six geographical areas marked out in the divisions of Malakand, Sukkur, Sibi, Chaghai, DG Khan and Attock due to a large part of the population in these areas still in want of telecommunication services, will be covered under a project to be launched within the next few weeks,” the statement quoted the minister as saying.

The minister also chaired the fifth meeting of the Universal Service Fund’s Board of Directors. The meeting was attended by IT Secretary Farrakh Qayyum, Member Telecom Nooruddin Baqai, Telenor Pakistan’s CEO Tore Johnson, WOL CEO Azfar Manzoor and USF CEO Parvez Iftikhar.

“The funds for the project will be provided by the multi-billion Universal Service Fund instituted within the Ministry of IT through annual contributions received from telecom operators,” said the statement.

“The auction of the funds to be provided to the existing telecom operators, which will implement the project, is already under way.”

The minister said the designated under-served areas to be covered under the first phase of the project constituted approximately three per cent of the total population and 23 per cent area of the country.

He said the USF had prepared a plan to achieve 85 per cent population coverage and increase rural teledensity to five per cent by the year 2010.

He said another goal the USF had set to achieve was nationwide broadband penetration, by adding 1.5 million new users by the year 2010.

“Today, our teledensity is 42 per cent and our mobile phone subscribers’ base has gone beyond 60 million, prompting the government to introduce mobile phone banking which will further facilitate the subscribers in transferring their money from one place to another with a click of their handsets,” Leghari said.

He said the benefits of growth in the telecom sector were myriad and the whole economy had benefited with over 200,000 jobs created directly or indirectly during the last few years.

He stressed the exponential growth in the telecom sector owed a lot to consistent backing from the president and the prime minister to the ministry in its efforts to liberalise and deregulate the sector to ensure open competition.

Metro train service in twin cities still a dreamPDF Print E-mail

Sunday, 19 August 2007
FATEHJANG: The metro train service in the twin cities of Rawalpindi and Islamabad is still a dream, as the Punjab government has not granted a No Objection Certificate (NoC) to the Railways Ministry to initiate the project despite the passage of six months, it is learnt.

Sources told Daily Times on Monday that the ministry had written in March to the Punjab chief minister for the NoC to start the train service in the twin cities and had sent three reminders in April, May and June, but the Punjab government had not responded. “The ministry will take up the matter with the prime minister to solve the problem,” said the sources, adding that the ministry had chalked out the plan to introduce the train service on the directives of the prime minister and president. “Sources said the federal government had more interest in the project as the increasing number of vehicles, insufficient roads infrastructure and poor traffic management had made driving on the twin cities’ roads a nightmare. “Islamabad, being a centre of economic and service activities, is attracting traffic from all over the country and a significant growth of both cities needs improved commuting facilities,” they said. Sources said that mobility between the two cities was a major problem being faced by the residents daily, adding that there was no organised bus service operating in the capital and between the twin cities.

According to statistics of the Regional Transport Authority, around 1,600 vans and minibuses travelled on 16 routes within the capital and between the twin cities. It is estimated that around 158,000 passengers travel by public transport daily between the two cities. Sources said that around 20 international companies, including those from China, Germany and UK had expressed interest in the project. They said the feasibility study would be conducted by the end of September once the ministry obtained the NoC from the Punjab government. They said the ministry would form a committee comprising of members from the Capital Development Authority (CDA), the Rawalpindi Development Authority (RDA), the Rawalpindi Cantonment Board, the Chaklala Cantonment Board and the Rawalpindi district government to monitor the metro train service’s routes. They said the experts had suggested four routes, including Sihala to Barri Imam, Chaklala Railway Station to Faisal Masjid via Pirwadhai, Fateh Jang to Secretariat and Rawalpindi Railway Station to Pakistan Secretariat, adding that the final decision would be taken after the feasibility study in consultation with the monitoring committee.

Residents of different localities of the District headquarters town here are concerned due to miserable condition of sanitation and roads. Due to apathy of the local authorities, it seems there is nobody to take care of the civic problems. Peoples Colony known for decades as a posh locality of the city, is among those areas waiting for removal of garbage, repair of dilapidated roads and streets. Residents of the whole District headquarter town particularly peoples colony and adjoining areas are facing problems due to lack of sanitation and dilapidated condition of roads and streets. The low income colony was a project of the Punjab housing and physical planning department initiated in early seventies. Later the colony was handed over to the Municipal Committee Attock. Tehsil Municipal Administration and Punjab excise and taxation departments receive huge taxes from the residents. But their performance in provision of basis needs is not up to the mark as they provide no civic amenities. Residents have expressed concern on lack of sanitation and dilapidated condition of roads and streets in the peoples colony and demanded the Nazim to take remedial measures for provision of basic facilities in the area once known as posh one. They complained that choked gutters are releasing filth in almost all streets causing serious problems for school and college going students and elders offering prayers. They said that they had drawn the attention of the TMA and other concerned departments many times, but no one cares the official departments had turned blind eyes towards genuine problems. They have demanded the high-ups of the District and tehsil governments Attock to do something for the repair of dilapidated roads, streets and improvement of sanitation. They regretted that their genuine problems are not being resolved despite the good thing that a veteran political activist Qazi Khalid Mahmud Khan of Jatiyal the Tehsil Nazim heads TMA. Qazi Khalid was President of the students union of the local college in late sixties and played an active role in the movement against Ayub Khan. Later he remained an activist of the PNA movement and founding District President of Tehrik-I-Istiqlal of Air Marshal (Retd) Asghar Khan. They hoped that keeping in view previous struggle of the tehsil nazim, their problems would be resolved without any further delay and people paying huge taxes to the local and provincial governments would be relieves from hardship.

People's Colony known for decades as a posh locality of the city, is among those areas waiting for removal of garbage, repair of dilapidated roads and streets. Residents are facing problems due to lack of sanitation and dilapidated condition of roads and streets. The low-income colony was a project of the Punjab housing and physical planning department initiated in early seventies.
